EUscreenXL bringsĀ audiovisual heritage collections online. It also researches what actions are needed to improve the conditions for publishing audiovisual heritage online . In this way, we aim to increase the amount of culturally interesting, personally engaging, educational, and possibly even reusable moving image heritage collections for all to see. In order to get a clearer vision on how we can do so, we are looking for your opinions!

Discussion paper on the educational, scientific and research uses of audiovisual works

In the context of the EUscreenXL project, we focus on the creation of a Pan-European audiovisual domain, on the public accessibility of audiovisual archive collections online and on the aggregation of audiovisual content and data to Europeana. Therefore our aim is to address those copyright aspects which might hamper the realization of these objectives.

Screenshot 2015-05-04 15.55.02We just published our first discussion in a series of three – on which we welcome your thoughts and responses. Our primary focus for this discussion paper is on educational, scientific and research uses of AV works produced by Public Service Broadcasters (PSBs) and works (co-)financed by public funds, as we firmly believe, that the provision of free access for these privileged purposes is a first, major step in the course of action on utilization of the digital European Public Domain.

Open access to publicly funded documents with special relevance to preserving European cultural heritage is a key requisite for a barriers-free digital Public Domain. In this Discussion Paper we are arguing for strengthening the existing exceptions and limitations for educational, scientific and research purposes under the current EU copyright framework. Meanwhile we are proposing the introduction of a harmonized legal deposit framework of public interest audiovisual works.

Discussion Paper 1 is the first in a series of proposals published by the EUscreenXL project. Later papers will discuss usage of materials for other purposes than education, science and research. Strategic Recommendations – Version I

The discussion is one in a series of steps towards strategic recommendations for collections holders and policy makers in the audiovisual domain. EUscreen strives to identify and challenge existing barriers to bringing more archival media to the web. In order to come to a workable set of recommendations to overcome these barriers, we put together a report in August 2014 to explore the preconditions that could facilitate an increase of audiovisual heritage online.
